The rules of foreigners' entry to (exit from) Ukraine are regulated by Ukrainian law On Legal Status of Foreigners, of February 4, 1994.
To obtain tourist visa to Ukraine you should apply to the Ukrainian Consular Office in your country.
Citizens of the following countries can now visit Ukraine without a visa for periods of up to 90 days over a 180 day period with a valid passport:

In order to apply for a tourist visa to Ukraine, you must submit to the Ukrainian Consular Office the following documents:
- One completed visa application form.
- Visa Support Letter.
- Tourist Voucher.
- Passport valid for at least six months from the date of your arrival to Ukrain.
- One passport-size photos (some Ukrainian Consulates require two or three photos).
- Consular fee (Please, contact Ukrainian Consular Offices to obtain more details about consular fee).
- Copy of travel insurance policy (Required by some Ukrainian Consulates).

Note: Every foreigner coming to Ukraine must have the travel insurance policy. The Ukrainian Government has approved the procedure for obligatory insurance for foreigners coming and temporarily staying in Ukraine. The procedure stipulates that every foreigner coming to Ukraine must have a travel insurance policy recognized by the Ukrainian State Insurance Compony for Emergency medical treatment for Foreigners "Ukrinmedstrakh". This travel insurance policy exemptsforeigners from payment of the costs for emergency medical treatment.
